peter fe0b34cd00 feat(downloads): local file upload ingest — media library backend (E7 S5a)
Add the non-yt-dlp ingest path so a user-uploaded file joins the same download
library and inherits its function set. Any file type is accepted: media
(video/audio) gets the full set (metadata, share, play/edit), a generic file
(pdf/zip/docx/…) is download-only.

- MediaAsset.media_kind ("video"|"audio"|"file") — the stored discriminator that
gates library actions. Set at every finalize (download probe, editor carries the
source's kind, upload probe); consolidates the ad-hoc audio-detect that lived only
in links.py into one invariant (downloads.mediakind.derive). Migration 0076 adds
the column + backfills existing rows.
- downloads/upload.py: ingest_upload probes the file (ffprobe → codecs/dims/duration),
places it in a per-user .uploads tree, and creates an already-ready asset + done job
(the same cache-hit shortcut enqueue uses). Uploads never expire (irreplaceable).
- POST /api/downloads/upload: streaming multipart with the per-file cap
(download_upload_max_bytes, default 500 MiB) enforced on actual bytes read; quota
charges the known size up front (quota.check_upload).
- Security: a generic file is always served force-download (attachment +
application/octet-stream) on both the in-app and public endpoints, so uploaded
  HTML/SVG can't execute inline. Edit + redownload reject non-media / upload sources.
- python-multipart added (first multipart endpoint in the app).

peter b1832afd18 style: apply ruff format across backend + scripts (line-length 100)
Mechanical, whole-tree `ruff format` pass — no behaviour change. Recorded in
.git-blame-ignore-revs (next commit) so git blame skips it.

peter e025e0f719 fix(downloads): floor max_concurrent + stable share order (R12 S5 review)
- Floor the effective max_concurrent at 1 on the read path (quota.resolve)
and in the claim SQL (GREATEST(..., 1)). admin_set_quota already floors on
write and the sysconfig default's min is 1, but a stray stored 0 (direct DB
edit) would diverge the two "at limit" checks — the SQL claim-window
exclusion can't see a user "capped" with zero running jobs, while
at_concurrency_limit can — reopening the starvation the fairness fix closes.
Keeping the effective limit >= 1 makes the two checks provably agree.
- shared_with_me now orders by (created_at DESC, id DESC) to match
list_downloads, so the newly-added 500 cap has a stable boundary among
  same-timestamp shares instead of a non-deterministic one.
- 0062 upgrade loop: rename the unused loop var "table" to "_table"
  (matching the underscore-marked "_col").

Test: a stored max_concurrent=0 flooder no longer wedges the claim loop.

peter e61e0e740f feat(downloads): M4 — REST API (enqueue, manage, file-serve, sharing, admin)
routes/downloads.py (require_human; admin_router adds admin_user):
- profiles: list (builtins + own), create/update/delete custom
- enqueue: resolve_source (bare id / watch / youtu.be / shorts URLs -> youtube id; else
raw URL for the generic extractor), profile_id or inline spec or builtin fallback; maps
  quota.QuotaExceeded -> 422 speaking message
- list / usage / shared-with-me; rename (display name only); pause/resume/cancel/delete
  (ref_count bookkeeping)
- GET /{id}/file: ownership-or-share check, path-traversal guard, range-aware FileResponse
with the user's custom display name (Content-Disposition), bumps last_access
- share/unshare by email + a download_shared notification
- admin: all-jobs, storage dashboard (totals + per-user footprint), per-user quota GET/PUT/DELETE
- cast SUM(bigint) footprints to int for clean numeric JSON
- wired both routers in main.py

Verified via TestClient: full enqueue->download->206 range fetch->share->access-control
(cross-user delete 404); unauth = 401 on user + admin routes; all 15 paths registered.

peter ce10e67e13 feat(downloads): M3 — per-user quota + retention GC
- downloads/quota.py: per-user limits (DownloadQuota row or sysconfig defaults; unlimited
  bypass), footprint = distinct ready-asset bytes the user holds, check_enqueue (max_jobs +
  max_bytes hard at enqueue), at_concurrency_limit (worker-side max_concurrent), usage snapshot
- downloads/gc.py: run_download_gc — pre-expiry warning (once, gc_notified flag), TTL deletion
(files + row; FK SET NULL orphans holders' jobs -> 'expired'), LRU eviction over a total-cache
cap; notifies holders on each event
- migration 0038: media_assets.gc_notified
- config/sysconfig: download_total_max_bytes (0=unlimited) in the downloads group
- service.enqueue enforces quota; worker claim skips users at their concurrency limit
- scheduler: download_gc job registered (default 360 min, admin-tunable)

Verified on localdev: footprint accounting, max_jobs block, pre-expiry warning (notifies all
holders), TTL deletion (asset+files gone, dirs pruned, jobs orphaned, holders notified).
