peter 4aaaaa7860 chore(comments): drop epic, sprint and review-round ids from the code
The code cited its plan instead of saying why: `E28 review J4`, `(R6 S3b)`, `S1 justified…`,
`deep-review round 5`. That plan lives in the private ops repo, so for every reader of this one the
citation was noise, and a sentence whose subject was the plan step ("round 2 showed…") hid its
lesson behind an id. Each one is gone and the "why" kept: a bare citation is deleted, a sentence
carrying a lesson is reworded around it ("a later attempt showed…").

Measured (`scripts/audit_metrics.py`, product code): 652 lines in 270 files carried an epic code by
the definition the next commit holds (507 / 241 by the old, two-digit-only one) -> 0. Across all
code, tests, scripts and configs: ~1100 epic-code lines plus ~320 sprint/round ids.

Behaviour unchanged, checked mechanically: every changed .py file has the same AST once docstrings
are blanked; css/sh/toml/yml/json files are identical once comments are stripped; the only
non-comment changes in TS/JS are test titles, one description string in a contract table, and five
ESLint messages, whose text is all the gates snapshot diff holds. Not touched: Markdown (docs and
the changelog keep their history), Alembic migrations, TV episode notation (`S2 · E5`), DESIGN.md
ids (`C1`, `B4`, `S3h`), tracker ids (`SEC-16`, `DX-17`).

One stale claim fixed on the way: test_hls_reaper's docstring said the player checkpoints "every
10 s whether or not it is playing", which plex/stream.py calls wrong; it now says what the code does.

peter b1832afd18 style: apply ruff format across backend + scripts (line-length 100)
Mechanical, whole-tree `ruff format` pass — no behaviour change. Recorded in
.git-blame-ignore-revs (next commit) so git blame skips it.

peter d49bf3bb42 fix(plex): make cast enrichment insert conflict-safe
A full cold sync crashed and left plex_people empty (cast/people missing in
every detail view). enrich_row_people added PlexPerson rows via the ORM with no
ON CONFLICT, and because SessionLocal is autoflush=False a person shared by two
items in the same enrich batch was queued twice -> the single batch commit
violated the unique index ix_plex_people_name and rolled the whole batch back.
Prod dodged it by building up incrementally; dev hits it on every reseed+sync.

Insert missing people via an immediately-executed pg_insert with
on_conflict_do_nothing (deduped within the cast by name, keeping the first
non-null thumb), mirroring app/sync/videos.py:_insert_stubs. The immediate
execute also lets a later row in the batch see the row via the existing-names
query and skip it; the conflict guard additionally covers the concurrent
info-page enrichment path.

Adds a DB-backed regression test: two items with overlapping cast now enrich
without a unique-violation, one row per name, and a prior-NULL headshot is
back-filled. Mutation-checked (reverting the fix reddens it).

peter 351eb5fd13 test(plex)+cleanup(quota): S2 code-review fixes (R6 S2)
/code-review high on S2 — 4 findings, 2 fixed, 2 no-change:
- test_plex_sync_txn: a faked PlexClient fails on the second library; asserts the
first library's row survives (per-section commit). Mutation-checked — moving the
commit back out of the loop turns it red ([] == ['1']).
- dropped the `[[quota-owns-its-session]]` memory slugs from quota.py docstrings
(a dangling private-note reference in shipped code; the reasoning is already inline).
No change: record_usage's per-call second connection is a transient spike, fine for
this app's concurrency; the two-site `with SessionLocal()` duplication isn't worth a
helper until a third caller appears.

Gate: ruff clean; DB lane 181 green.
